NEWPORT BEACH - Lifelong surfer Billy Lewis stood on Balboa Pier watching the waves Thursday afternoon. Spots of water from the splashes shooting upward dotted his face, shirt and hat. "I had to take a look at it. I'm a surfer," the Newport Beach resident said. Hundreds joined Lewis on the pier because no one around there was up to experiencing Mother Nature first hand. Waves were up to 8 feet on average, with some peaking as high as 12, lifeguards said. The sand around the pier was absent of any people braving the waves, and only a few tried dipping their feet in the shorebreak.

Sunset Beach recently became a part of Huntington Beach. As supervisor for the 2nd District, which includes Sunset Beach, and as chairman of the Orange County Local Agency Formation Commission (LAFCO), which governs the annexation of territory to cities, I have long supported annexation. I knew that in the long-term, the county would not be able to afford to provide the level of municipal services Sunset Beach residents enjoy. This process was controversial. Sunset Beach residents have a long history of independence and a passionate desire to protect the charm and character of their coastal community of nearly 1,000.

Newport Harbor (8-1) trailed, 63-62, before Aaron Cervantes scored a meet-high 6.63 average wave score, good enough to take first place in the longboard event to begin the Sailors’ surge. Cervantes was followed closely by Andy Delorme with a second-place score of 5.50. Taylor Patton’s 5.0 was good enough for third place as the longboard squad won, 15-6, to secure the team win. Paul Clinton WEST NEWPORT -- To replenish the sand here and at other county beaches, the Orange County Board of Supervisors on Tuesday approved the most recent phase of a project started in the 1960s. The $12.7 million will dump 1.75 million cubic yards of sand off Sunset Beach. The sand is then carried via underwater currents and deposited along Huntington Beach and West Newport. Newport Beach officials were enthused about the board's approval of the project, for which the city will kick in $214,971.

It was comforting to see a Roman Cucina in Costa Mesa as I was driving down the street looking for dining options. The restaurant has been in my neighborhood of Sunset Beach for years, and I figured I would be safe eating dinner here. There are four locations — the other two are in Fullerton and Laguna Hills — and I figured Costa Mesa would be just about identical to the Sunset Beach locale. It was different, though, at least in decor. The Sunset Beach establishment is smaller, quainter and has more of a couples vibe to it. Costa Mesa’s feels more like a sports bar/nightclub.

The Huntington Beach City Council plans to vote July 19 on whether to apply to annex Sunset Beach, the unincorporated seaside community northwest of Surf City. At a study session last week, the council opted to wait a month and a half before voting so that the Orange County Local Agency Formation Commission (LAFCO) could consider a pair of consultants' reports on the economic feasibility of annexing the area. A city-commissioned report by Ralph Andersen & Associates declared that Huntington could make as much as $624,000 annually if it annexed Sunset, while a report from Willdan Financial Services, ordered by the Sunset Beach Community Assn.

NORWALK — Jaycee Olsen and Jake Taylor qualified for the CIF State track and field finals on their third throws Friday. One of the local high school throwers still might not make the trip to Clovis next week. Olsen's fourth-place finish in the discus event at the CIF Southern Section Masters meet at Cerritos College might signal the end of her high school athletic career. The Corona del Mar senior said she might skip the state meet after she heaved the disc 139 feet. "The thing is, [next]
