All eyes will be on the state’s budget woes today when Gov. Arnold Schwarzenegger delivers the annual “State of the State” address from the State Capitol in Sacramento. The address is scheduled for 3 p.m. The thrust of the governor’s remarks will most likely focus on the state’s projected $14 billion deficit — with a particular focus on programs Schwarzenegger would like to cut to alleviate the crisis. The governor’s targets will most likely include state funding for education, health care and welfare.

COSTA MESA — Assemblyman Allan Mansoor's proposed legislation aimed at stripping unions of collective bargaining for pension benefits died in a vote in Sacramento, his office announced Wednesday. Mansoor (R-Costa Mesa) had introduced Assembly Bill 961 in February, which would have kept negotiations over health benefits and wages intact, while removing pensions from the equation. When he introduced the bill in February, he said he stood in solidarity with legislators in Wisconsin, who were embroiled in their own collective bargaining fight.

COSTA MESA — A delegation of Estancia High School students returned Monday from Sacramento where they spent five days doing the jobs of senators, lobbyists and a trial court defense attorney. Estancia sent 19 students to the state YMCA Youth & Government's 63rd annual Model Legislature & Court conference, a mock legislature and judicial government where students learn how the process works by doing it themselves. Students wrote and introduced bills, covered the proceedings as print or broadcast journalists and lobbied legislators to support or kill a bill as the worked in the State Capitol building.

When Joe Eustermann is not busy with his duties as a senior manager for Costa Mesa-based Experian, he finds time for another passion - volunteering as lead staff member for the Office of the Legislative Analyst within California’s Youth Legislature. Part of the YMCA Youth and Government, the Model Legislature and Court is a program where teen delegates write bills, select governmental positions to role-play, attend statewide training conferences, and run for various elected offices.

Four Costa Mesa officials are scheduled to meet Gov. Arnold Schwarzenegger on Monday to discuss canceling the sale of the Orange County Fairgrounds, a councilwoman said Wednesday. Mayor Allan Mansoor, Mayor Pro Tem Wendy Leece, Councilwoman Katrina Foley and City Manager Allan Roeder will sit down with Schwarzenegger in his office from 11:30 a.m. to noon, Foley said. Because three of the City Council’s five members will be meeting with the governor, it will be viewed as a special closed-session City Council meeting, Foley said.

For five years, one of the most rewarding parts of my job as executive director of Save Our Youth (SOY) has been taking our students on college tours. This April, 12 SOY scholarship students and two SOY staff road-tripped to Northern California during spring break. Students were invited from our scholarship program. We distribute thousands in monthly financial incentive checks to low-income youth who put effort into their academics The first stop on our tour was Sacramento, where we stayed in an 1895 mansion turned youth hostel.

Scoring 100% is always something to crow about. And even getting 94%, well that’s pretty good too. So with that, we congratulate Assemblymen Van Tran and Chuck Devore for their perfect scores from California Taxpayers’ Assn. for their thrifty voting records in 2007. State Sen. Tom Harman got a 94% score from the association. We commend the three lawmakers for these honors. Watching out for the taxpayers and their pocketbooks is a full-time job; especially in the state capitol, where there are plenty of special-interest groups looking for handouts.

When you think of Memorial Day, you may think about watching NASCAR, major league baseball, attending a parade, biking, boating, gardening, or simply taking it easy over a three-day weekend. It's curious how we define our holidays by the type of enjoyment that fills our time. But Memorial Day is intended to provide a time for us to demonstrate our appreciation for the brave men and women who lost their lives so that we may be free. Make no mistake about it, this day is dedicated to America's fallen heroes.
