Costa Mesans who want to throw a block party for the Fourth of July must submit their applications to the city by 5 p.m. June 22. Application packets are available on the city's website or at City Hall by request. Applicants must have proof of liability insurance as well. To request a packet over the phone, call the city CEO's office at (714) 754-5667. Applications can be dropped off at the CEO's fifth floor office or mailed to City Hall, 77 Fair Drive, Costa Mesa, CA 92626.

COSTA MESA — Residents who want to throw a block party on the Fourth of July must submit their applications to City Hall by June 20. The applications are available online or by request at City Hall, 77 Fair Drive, and include rules and regulations for conducting a block party on the holiday. Applicants are required to show proof of insurance of liability for the event. The block party is still limited to the Fourth of July, though this year the city is allowing fireworks to be set off in the two days leading up to it. HUNTINGTON BEACH ? Edison High's hitters had a tough time penetrating the Newport Harbor High boys' volleyball team's defense on Monday night. The Sailors, not known as a dominant blocking team, were stellar at the net, tallying eight blocks in their 25-15, 22-25, 15-10 victory over the Chargers in the title game of the Orange County Championships at Edison High School. It marked Newport Harbor's first Orange County Championships title since 2002 and the first for this group of players.

It's been a year of great success, yet of overwhelming loss for Tiger Woods. On Saturday, Woods, who has won six straight PGA Tour events amid dealing with the loss of his father, Earl, to cancer in May, will try to have some fun. He will host his second annual Block Party at The Grove of Anaheim. Part of the festivities will be at Mesa Verde Country Club. However, it will be closed to the public. Only those who purchased tickets for the benefit will be able to attend.The block party is to raise funds for the Tiger Woods Learning Center, a 14-acre, youth-education facility in Anaheim.

The last time Tiger Woods was in Corona del Mar it was to prepare for one of the most exciting moments on a golf course. His return to his part-time residence this time will no doubt prove another thrill, but this time it will be off the golf course. In June, Woods was prepping for the U.S. Open at Torrey Pines Golf Course in San Diego. He was at home the week before, working out at a local gym to ready himself for the nation’s championship. He won the tournament in a playoff over Rocco Mediate, playing with torn knee ligaments and fractures in the same leg. It was one of the most captivating major championships in the history of the sport.

He is arguably the world’s most recognizable athletic star; an American phenomenon. Tiger Woods invited the community to his fourth annual block party on behalf of the Tiger Woods Learning Center, and more than 1,000 people showed up at the Grove of Anaheim to assist Woods in his pursuit of giving disadvantaged kids a leg up on life. By the end of the evening $700,000 was raised.

There has been some conflict in the neighborhood. The problems are not so much the differences of opinions as they are the way the opinions are being expressed. Last week at the block party, one woman railed on another expressing her discontent with how her neighbor's table had been set up. This started a yelling match that sucked in several other neighbors. Feelings were hurt. People were talking. Things got blown out of proportion. We started the neighborhood meeting this week with a review of our agreed upon shared values: security, cleanliness, respect, community sharing and justice.

Alicia Robinson On a Friday night, it's not unusual to find trendy twentysomethings listening to hip hop music, drinking cocktails, and ... shopping? South Coast Plaza already has the shopping covered, so a handful of the shopping center's stores have added the music and drinks in the hope of wooing the elusive younger crowd in greater numbers. A "block party" with music, fashion shows, hors d'oeuvres and giveaways held Friday at South Coast Plaza was the third such event the center has tried, and it was expected to be the most successful.
