Government joint study session set

City Council and the Planning Commission will meet Tuesday to discuss city’s direction.

Costa Mesa’s City Council and the Planning Commission will have a study session Tuesday afternoon to discuss their visions for the city.

The committees try to meet periodically to discuss issues that concern both to address inconsistencies in their viewpoints and talk about the large-scale direction of the city.

This time around, one of the focuses is encouraging development.

Last time the Planning Commission and City Council put their heads together they came up with a set of “overlay zones.”

Overlay zones offer opportunities for developers to change industrial areas into mixtures of commercial, residential, retail and the like. Shortly after the overlay zones were adopted, though, the development industry dried up.

“The economy is at a standstill so there isn’t any major redevelopment going on in those zones,” said planner Claire Flynn.

The committees will consider loosening up requirements for developers to move into the zones to get construction flowing again.

The council and commission will also debate whether to realign the enforcement priorities of the code enforcement division.

Code enforcement officers patrol the city looking for a variety of infractions that are unsafe or visually unappealing, but with a limited staff, often the officers have to choose what to concentrate on.

Politicians want to weigh in on which elements are most important to them.

The meeting is scheduled for 4:30 p.m. at City Hall in Conference Room 1A.
